The initial planning phase of strategic planning in November produced a draft plan for the district. Strategies were one component of the plan. The Lancaster ISD Strategic Plan includes five strategies.
Each Action Team developed and recommended specific operational plans of action to implement each strategy. These plans werespecific, detailed actions necessary to accomplish the strategy.
Action Teams of school and community volunteers developed action plans to accomplish each of the strategies identified in the draft plan.
The Action Team process took four months. Action Teams met frequently to complete this crucial piece of the strategic plan. The work began January 2009 and concluded in May 2009.

Lancaster Independent School District has been engaged in an exciting process called Strategic Planning.
A 26 member committee of parents, teachers, administrators, auxiliary staff, and members of the business community will draft the Strategic Plan.
This plan will include beliefs, a mission, objectives, and strategies. Specific action plans will follow with the intent to achieve the strategies identified in the Strategic Plan.
At the conclusion of the initial planning process, a draft of the plan will be presented to the Lancaster ISD Board of Trustees. Action Teams were formed to develop action plans for each strategy.

A Strategic Planning Committee of twenty-six community, business, and school staff members was assembled to develop a plan to make Lancaster ISD a leader in providing an excellent innovative education.
Action Teams worked from January to May 2009 to develop action plans with steps necessary to make the ideas become a reality for the district. The action plans were reviewed by the planning committee and specific action plan activities were identified for implementation during the 2009 – 2010 school year.

Beliefs
Beliefs are the formal expression of fundamental values, ethical codes, and overriding convictions.
Mission
The mission is the keystone upon which the plan is built.It is a statement that is specific in purpose, reflects the identity of the district,
states the highest aspirations and the means by which it will be achieved.
Parameters
Parameters are a set of boundaries, self-imposed limitations and ground rules to help the district stay true to itself.
Objectives
The objectives are what the district must achieve to accomplish the mission and be true to its beliefs. Objective statements are commitments to results in
student achievement that are measurable, demonstrable and observable.
Strategies
Strategies are bold resolutions to achieve the objectives and ultimately the mission. The strategies LISD were developed in such a way to
support and realize each and all of the objectives.

Strategic planning is a process and a discipline that produces a plan characterized by originality, vision, and realism. The product of the process is a plan that identifies specific desired results to which all efforts are directed toward the good of all students.

Strategic Planning involves establishing and declaring our true aspirations for the future of our district. It begins by asking these questions:
What kind of a school district does Lancaster ISD want to be?
What does Lancaster ISD aspire to do as a school district?
What learning enterprise will Lancaster ISD include to best meet the needs of our students?
The process involves establishing our beliefs, our mission, objectives and strategies. Once these have been established, they become the filter by which decisions are made in an effort to avoid being driven by fads or other district’s choices.
The strategies are then developed into action plans with detailed operational steps of action for implementation of the plan toward accomplishing the mission.
